He tried pushing that stuff on me and I basically said "Oh yeah I saw that. Someone wasn't doing their job, this DB is shit." And he said, "Yeah, I know." Anyways, we had a discussion about how we shot our manager down on this impossible task and she lectured me about how being nice and formal will make her look better at appraisal and will give them less to criticize about her when it comes down to determining a raise. I basically said that he doesn't care about that shit and that neither of us are getting anything but inflation.
What do you all think? Is saying no in the nicest way possible the way to get a raise?

If you want a raise, you must demand one. Meaning you ask for one, and if they don’t give you one, you tell them there will be some consequences.
What’s those consequences are depend on how in demand you and your skill set are. It can range from quitting on the spot, to accepting another job offer, to starting to look for another job (but don’t tell management you’re looking for another job) to just giving less of a fuck about your work.

Being nice in general can help, but it's entirely situational. Admitting that you don't have expertise and commitment to a task, so you are just giving up on it is almost always a surefire way to not get a raise in most tech fields.
