No. It went up 20% because a whale pumped the coin as an April 1 joke.
Then the main developer held a poll of who should be crowned CEO of Dogecoin as a meme april 1st joke. Elon Musk was chosen, and was announced CEO without his input. This got viral among Elon fans and the coin jumped by another 20%. Elon retweeted this, changed his title, and joked about it.
