That dev pool money was specifically to onboard clients. Amb set out a procedure that these tokens would be sold on the exchange and basically directly to the company that was going to use them. If they otc all the coins, you would see transactions from the dev wallet directly to client wallets, and you would see exactly how many client wallets were receiving transfers. If they do it on an exchange, all you see is the tokens coming from the dev wallet to the exchange. You have no clue how many clients or what their stake is
