It’s the same guy every week. He’s never purchased anything. What can I do to curtail this behavior? I’ve told him before that they are for customers only but he shrugs me off or is tapping into his Bluetooth headset.
Kill him
1) if he comes with regularity, remove all utensils for a short period of time for the time he comes
2) embrace him. He might bring clients in the future - if not by being one, by the boasts he makes to his friends about stealing from you, bringing attention to your establishment.
Insist that the seating is for paying customers only. Is is really that hard?

Call the police and have them sit in your cafe at the time he usually comes. When he steals the shit and you say hey, you cant take that, and he shakes it off and walks out, they go get him for stealing
Tell him you have his previous infractions on camera, and will call the police if he tries to do this again.
