this should not happen, because if you don't include the translations you are not getting the tx fees
it is probably deliberately done to congest the mem pool
that prevent BTC from moving
if there is no sufficient liquidity on the exchanges and no new btc can be moved there you can pump or dump preventing arbitrage
you do that in combination with flooding the mempool with fictitious TX with high fees preventing normal flow
given the violent recent volatility it makes sence to see sign of manipulation

It was found a few seconds after the previous block. Maybe they only had the block header and the transactions were still synching? So they didn't know which transactions were already spent in the previous block.
