IIRC he's making a token that you can get by owning bitcoin, so it's kind of a fork but as an ETH token, and every day you don't generate your bitcoin hex tokens, everyone who did gets a small piece of the 21 million token pie.
The long con there is that people will see the huge divvies and pump up the price of bitcoin hex by actually buying it and not just forking it from their btc.
