Here in California, if I can't afford to tip 25%, I WILL not go out to eat.
I once tipped 15% on accident and the server came back and asked if I had mistaken her tip. I felt so bad(it was an honest mistake) that I corrected it and tipped 30% for her troubles

In North America, servers are paid less than minimum wage so that they can be compensated by the customer based on performance. It makes for a more enjoyable dining experience, generally, when there is a financial incentive for the server to do a better job. It also allows the establishment to keep their food prices lower, since the wages they pay are lower.

This is about the only time I tipped. I got yelled at by a neighboring coffee shop for never tipping once, and I like the guy so I started, but I don't tip anything but delivery and waiters usually.
This is basically the rule, but instead if 10% I just forego a tip if there are unresolved problems.

America is a joke. Here in my country it is actually unthinkable to tip more than 10%, and even then the fucking waiter has a salary so the tip is something completely extra and not encouraged
