Let's assume this is true only for argument's sake. They used Project Crowd when the project was called Chainium, but realized they can't hack it and modify it enough for the project to work. In a previous AMA, Sascha mentioned all the previous devs had to be let go. Things didn't work out and had trouble finding new people. Maybe they decided to get that "IBM guy" and other more competent devs to build their own blockchain. However at this point must have ran out of ICO funds and started selling off CHX around this time to pay for the added expense of rebranding and essentially starting everything from scratch.
