yeah that's the decision that doesn't make sense because users SHOULD care about extensions. it's so simple to make an exe file look like an image simply by swapping the icon.
at least today windows defender will warn the user that they are about to run a program but that option can be disabled and some people just click away the message out of habit anyway and then it doesn't protect at all. in the past it made even less sense because back then windows didn't even warn when you were about to run an exe that came from the internet.
