Fiat currency can exist without debt (e.g. coins from the mint), though it is true that the vast majority of it is created through the purchase of debt securities (which is mostly Treasury notes). The Treasury pays holders of Treasury notes, which includes the Fed, which then pays a fixed dividend to shareholders (who are member banks required to own shares in their regional federal reserve banks by law), with the excess being remitted back to the Treasury.
