serious question, what causes al those delays? like do they need more time to collect some info or make it clear how much crypto is manipulated or is there some silly formal issue with the proposal itself? or do they wait until market stabilizes?

Before this they engage in insider trading to get wealthy. This is not illegal.

this. it's a form of misdirection. the reality is crypto as a whole is in direct opposition to the dollar hegemony worldwide. if it's actually taken seriously by real power players it becomes the most dangerous weapon in geopolitics because all of a sudden there is real existential threat to the dollar system. they're only delaying the inevitable.

The problem isn't btc. The problem is that they know once people are comfortable with the blockchain and know how to use it nothing stops people from bartering using tokens. Since addresses are anonymous you could transact most of your daily stuff in tokens and the government doesn't get that sweet tax money and can't hold you by the balls with hyperinflation. The fiat system was made to keep all the world in a perpetual state of hunger, only leaving a select few to accumulate wealth while most need to wageslave just to survive.
Crypto levels the playfield and they hate that. Once it comes to the point they realize they can't stop it or control it fully shit is gonna get ugly.
