For Turing completeness, you need 1. composability of functions with recursion allowed, 2. if-clauses and 3. while loops.
If you allow for while-loops, it's hard to not have your language be Turing commpletew. (Indeed, people have written differential equations solvers in LaTeX.)
Not being Turing complete is also not bad, academic languages like Agda aren't Turing complete, for example.
And generally, if you know what you want to do, having a nice Petri-Net model of computation makes for a non-Turing complete model with lots of nice properties that any Turing complete language doesn't have (i.e. various properties of algorithsm are decidable.)

there isn't a computer in the world that can loop forever. eventually the power turns off or the software crashes or the battery dies or the hard drive fills up etc.
there is no such thing as the idealized perfect academic turning machine with an infinite tape.
You don't have to loop forever in practice. It's the duty of the programmer to make sure the algorithm stops at some point. However, you might not know in advance how many iterations it would take.

The way you pay for execution is extraneous to the algorithm itself, it has nothing to do with Turing completeness. I.e. on a normal computer you pay for electricity too, but it's still Turing complete.
