I don't see why it should be illegal but I've never been in charge of market moving-type of money so I don't know. That being said, he could have just moved that coin to CB and not necessarily sold/rebought it all, cause whale alerts aren't perfectly correlated with pumps/dumps. Also, if market selling all that caused the price to drop, how would he be able to rebuy it all? Lastly, was CB leading the dump? I wasn't on my computer when this happened.
