If the government banned all exchanges from listing monetise yes it’s value would absolutely tank BUT it would still be completely useable for transactions since the difficulty scales as users decline. So there could be 100 people left in the world using monero and it could and would still transact without issues. Banning the actual use of monero would be impossible it would be like banning runescape gold. Monero could still be used to keep track of something in a secure private and decentralised way, it’d be the decision of the users and community to decide what the value of that would be. But that ability to create a digital fungible good that can never be forged is worth something.

Yep, with a lot of effort and pure luck. Bitcoin was not operating legally, accept the reality. It allowed for anonymous transactions by anonymous, unverified users.
