With hardware wallets you have to trust the hardware manufacturer that they have made a secure device and haven't tampered with it.

With paper wallets you alone are responsible for its security and you don't have to rely on third parties to secure your funds.

I think paper is still better then a hardware wallet, even if your private key is more exposed on a paper wallet, you can always do offline transactions.
