Sounds like you are confused about what an HSA is. HSA has a greater tax advantage than an IRA. With an IRA, you have to either pay income taxes on your contributions (Roth) or on your distributions (standard). With an HSA, there are no income taxes due either on contributions or distributions. Even in a lower income bracket, that should mean at least a 12% tax savings on your contributions. The higher your income, the higher your income taxes, and the greater your potential savings. HSAs also commonly have investment options, similar to a 401k. If you pay income taxes and have an HSA, you're stupid not to contribute at least what you spend in medical expenses.
