It's mostly due to media rapresentation and general perception of people of power. In reality, most people acting as if they 'made it' in life are just middle management that happens to make a lot of money, but they have no real relevance to anything. Most people just percieve them as powerful or successful, because they act as if. If you really have millions to spend I would suggest investing into starting a business of your own that compliments your job skills rather than focus on profit. By that I don't mean charity, nor am I just saying to 'follow your dreams'. I'm saying aim for something realistic and workable, that makes you happy and realized on a day to day basis. If you're into the arts, it heavily depends on where you live but I know tons of people who made a name for themselves as independent painters or filmmakers by bribing the right people at expositions & at film festivals. I would suggest buying dinners and shit like that before moving into bribes proper though. Charm is not really needed, there's jews in hollywood that look hineous and have zero social skills and are still 'successful'. My biggest suggestion would be to never try to climb the ranks of any existing hierarchy because they're rigged to fuck you over and are only depicted in a different way in propaganda. If you're not sure what your ideal you or ideal life is, I would suggest travelling and experimenting since the biggest asset that money can buy you is time.
