For big fiat gateways, yes. Binance has never required KYC and has a fairly large withdraw limit of 2 BTC. But it doesn't have fiat withdrawals. You can KYC on coinbase, kraken, gemini, and deposit any random coins you want, there is no concept of the "origin" of the coins. When you withdraw fiat and try to buy a house or something, that's when they might care about the origin of the money. Even then, when I cashed out in jan '18 to buy a house the bank just told me to leave the money in my checking account for two months without touching it then they didn't give a fuck where it came from.
Exchanges don't need KYC to prevent money laundering. They track suspicious addresses and transactions to stop money laundering. The identity of the accounts involved are not going to be the actual fucking money launderers unless they're the stupidest money launderers in the world. This crack down on KYC is purely the governments attempt to get a handle the spread of cryptocurrency and to gather cryptocurrency user's identities.
