They're (not officially but still) associated with the team, I doubt it's a scam. You have to buy shares to get in early because staking capacity will be limited at first, and getting in early will get you a spot on one of the best (eventually highest reputation) nodes, but staking on LP is supposed to be open to everyone eventually.
