Holochain is completely functional already. You can download it on Github, compile it and run your dapps. We only need to wait a few more weeks until the network goes live and HOLO dapps are truly distributed. The founders have emphasized this a lot, HOLOCHAIN is fully functional and devs have been able to build on it for over a year.
