smart contracts aren't treated as first class citizens because they had no utility in 2009 and still don't. the only thing smart contracts are used for is issuing ERC-20 shitcoins and DEXes to trade them. Ethereum was never meant to be money but now ETH is a speculative investment like BTC. dapps don't work, unless you consider cryptokitties a success.
