Pretty sure Kraken lets you buy Monero with USD and has for years. Not sure if that's only ETF bank transfer or if you can use a debit card but since I'm assuming you need to go through their KYC to do this, I don't see why not.
I'm assuming Zcash paid off Coinbase at this point. There is no reason that I can think of as to why Monero isn't on it other than backroom dealings.
