Yeah that actually is a better option than giving a centralized entity absolute control. The fact that several corporate entities will be competing with one another means their police forces will aim to actually be diligent in their duties because they want to stay in fucking business and collect payment for their work. At the same time this helps ensure citizen safety because multiple private police forces overlapping the same area will have the right to arrest and engage with one another if they catch other police forces in the act of abusing the citizens.
Add something like a decentralized blockchain of CCTV network accessible to all parties (that would prevent false claims of abuse by one police force that might be used to engage in a lasting conflict and create a warzone - the next thing you were probably thinking of responding with), and its all golden.

There’s a huge difference between “local subdivision enforcement” in low income and high incomes communities. Naturally, murder rate is high in low-income areas and almost non-existant outside of mafia-style execution.
In developed countries where law enforcement actually work despite being government funded, we don’t have much of these problems

A police force requires millions for training, millions for equipment, millions of intelligence gathering. If police was private it would potentially cost thousands of dollars to buy, potentially hundreds of thousands for a good police. Even in a rich country most people would be able to afford that
