If you're raised in close proximity, you'll need to be of the same race.
They will also have to know where you come from family wise in order to feel comfortable around you, if you're a stranger who just shows up and wants to start helping, they're not going to like you.
And you need to be approached by them, which means making yourself approachable.
Your best shot is being a poor orphan living amongst those involved in crime while also being the same race as said crime family.
