I did DCA somewhat, never got all the way down to my target price of 1.75, which is where I think the insiders were making big buys.

Depends on the stock. Usually I just translate the letters into chinese characters and then use I Ching fortune telling.
Sometimes though I'll look at the company's website, what some analysts have to say, what the P/E ratio and dividend yield are, what the chart looks like and its bollinger bands, any recent news stories, etc.
