No. Decentralized with nodes. You don't need a token when you can use reciprocity and reputation. Reliable nodes get reputation points, nodes with a high reputation score get priority when requesting oracle data.

If what you wanted to say that link is needed to pay if chainlink is used on eg. tezos, the obvious answer is that the payment uses the native token on that platform.
It's all very clear on that diagram, I have no idea how you continue to misunderstand it. There's a chainlink node that runs on a public cloud, like aws or google cloud. That's why it's a generic "Cloud Platform". The node makes web requests to BigQuery api, which runs as an internal service on Google Cloud.
