From my basic understanding, the Federal Funds Rate is the interest rate that the Federal Reserve sets for when banks want or need to borrow money from the Fed itself, rather than with each other.
Higher interest rates are set in order to discourage other banks requesting loans because doing so would mean putting more money into economic circulation which would increase inflation. Conversely, lower interest rates are set to encourage banks requesting loans for the same reason as above. The point of setting the rates is to play a balancing game such that the economy doesn't grow too fast or fall into recession either.
Some argue (and probably rightly so) that this is all just tricks and games played by the Jews for market manipulation, but on that matter I cannot speak with any authority.
As for why they lowered rates now, it could likely that it's as said and they're trying to stimulating the economy so it doesn't fall into a recession, at least under Trumps term. Recessions are natural, but they still have to be managed as part of the balancing game.
