Reserve is a clone of makerdao with small differences.
Makerdao would achieve arbitrage capability too if the collateral ratio was set eg. at 105%

And this is the major "small" difference. They know their multi-collateral backing is unworkable in a decentralized way now, so they created yet another centralized stablecoin with a promise to maybe decentralized it some day.

Reserve has next to zero chance of success, because in its centralized phase it's competing with usdc and usdt, and in its decentralized phase it's going to compete with dai that's also going to have multiple collateral types, as they are going to exist on ethereum at that time.

There are similarities but it is not a clone. The core of the model is completely different as it is not debt-based.

True enough but the groundwork is being laid. cDai for example. This is good for both MKR and RSR.

A similar argument could be levelled at Maker, who are also - by their own admission - operating on a gradual decentralization model. The Maker Foundation retains a lot of control over the protocol. They control the centralized oracle price feeds. They are the only ones who can unilaterally trigger global settlement (the mechanism of last resort to confer value on Dai), and they are the only ones who can initiate governance votes or add new collateral types to MCD.
I like the transparency of RSR. They straight up admit that nobody has figured out how to do this decentralized governance thing properly yet, so they will need to approach this gradually without letting it stop them from delivering their respective projects.
After the Purple Pill drama, it is clear that Maker is centrally controlled by Rune (which is why MCD is so late).

Comparing them to USDC and USDT is inaccurate. Calling that part centralized is disingenuous. Their governance process for managing assets will be centralized (just like Maker's). The assets in the Vault will be decentralized, and managed by a smart contract (just like Maker's).

As noted above it will be competing with Maker from day one. And that's when the criticisms regarding scaling come into play - RSV has a much larger potential for growth (in terms of usage/total supply) than Dai.
