It obviously represents a share of some commodity that is too much of a hassle to move around, so they use these for convenience. I don't know how they would differentiate between these bills and the ones old people probably still have under their couch cushions though.
The officer says they only find very large amounts, so maybe this "mafia crypto" has a very high rate of inflation to prevent anybody from cheating them with pocket change?

Probably they had a big amount of hidden money they can't change at the time italy switched to euro, so they still use it now.
