I don't know about individual cases, that may have more to do with cultural values and education levels. The countries remain poor because they do not have an environment that is conducive to business and investment.

Put yourself in the shoes of an already-wealthy investor in a good country. You own a chain of stores that sells and changes tires. You have great customer service, low prices, and high quality products, people love your stores. It should be as simple as picking a place, getting a business license, and opening up shop after some initial investment. In many areas of South America, there is not a strict rule of law. Municipalities are rife with corruption, embezzlements and briberies. It is a real, actual possibility that you arrive in Brazil, open your shop, but you chose the wrong corner, and now Julio is torching your tire store in the middle of the night. It could be that you didn't pay off the neighborhood gang guy, or you sold tires to the opposing gang, who knows. It can also be that you didn't bribe the right policeman or licensing official.

The prevalence of gangs and missing rule of law plus the lack of any kind of educated or valuable workforce make their currencies of low value, business difficult to do, and frankly, potentially dangerous to your person.

The main reason why everyone is so poor seems to be that they all have short term goals yet search for higher social status in superficial ways, that is going out and drinking often or get yourself in debt with Coppel for the newest phone and switching cars every 2 years. There is zero education on regards to finances in schools unless privates, but the problem lies that kids that attend those seem to do so as if it was a more expensive daycare. You'd be surprised how little people actually read the news, it's been years since Brexit started to happen yet no one around knew about it. No one knew about the Epstein thing or the Iranian seizes, yet they have very strong (and often uneducated) opinions. It's a race to the bottom where everyone just believes that as soon as you graduate college you'll go get a job at a manufacturing plant and count your days until you retire. Anything else that deviates from the norm is shunned down and you'll get constantly fudded by peers alike, if you're trying to look for an easy and quick way to get money instead of wagecucking so your boss can afford that new boat he saw the other day you are labeled as lazy. This mixed with the ongoing rampant corruption of the government is a perfect place to remain complacent while whining at the same time that "there just isn't enough opportunities anymore". All of this happens from less than 5 miles from the US, I don't want to think about how it's going to the south.
Pretty much this is true, it's common knowledge between experienced businessmen that you should treat these people as allies and have special procedures when working with them.
