IDEX kyc just asks you where you're from. burgers can still use it, they just gotta say their canadian. As a pseudo decentralized app, IDEX couldn't enforce kyc even if they wanted too. They could block US ips from using the UI (they aren't and they won't), and you'd still be able to execute functions in the smart contract through the api.
