That depends how it's done and on the economic situation, but it's usually false as incentive to work is rarely the limiting factor. Wealth redistribution makes it much EASIER for people to take care of themselves and their loved ones, as their lives aren't so dominated by short term economic constraints.
You are wrongly assuming the recipients of wealth redistribution to all be NEETs, but that's only a small proportion of them - and the proportion of NEETs who are that way because of an economic incentive is much smaller.
