Dude never worked for GE. So where did his information come from? How valid is it? For all we know he could be using shit that was from way before Culp got hired. Or it could be a report that was drawn up stating a "worst" case plan if GE failed to meet certain milestones.
Personally I'd look at GE last year and compared it to now. What have we seen. We've seen the stock go from $6 something to $12 something. We've seen them hire a ceo (Culp) who's got a record for turning shat into diamonds. We've seen them slowly turning the company around back to being profitable. The latest earning report bears this out.
Is GE out of the woods? No but it's in a far better position now than last year.

Most of the information is from their filings, either their 10K or from their other financial statements that were prepared on a SAP basis (Statutory Accounting Principles). He said he only started looking at GE because they were originally investigating a separate accounting fraud related to LTC. The information about how he believes they are lying about their LTC comes from industry databases about these contracts, Harry paid to get access to that database.
I read the full report. There are a few things that should have been explained better, because they are simply hard for me to accept. I'm a little confused about how GE owns 50+% of Baker Hughes but doesn't have any voting rights. Really? They bought that much of the company in preferred stock? It appears to be true though, Harry points to a note in their financial statements that says this, they own 50.4 percent in 2018, and they have no voting rights, but they are choosing to consolidate. Pretty sure Harry is right about that, they need to restate their financials.
I think it's true. I don't think GE had any business getting into LTC, and it's actually really strange to me that they did that in the first place. The way I read the report, GE only cared about revenues, and was willing to buy LTC agreements made by corporations, and the other corporations intentionally sold GE their worst agreements, only caring about short term revenue, GE bought them.
I'm seriously considering putting a few thousand on GE put options on Monday.

neutral doesn't necessarily mean sitting in cash, for a legacy COT plot it means (I believe) that there hasn't been any change in net position from the time of the last COT report (one week). Unless what they are showing in that middle graph is the net position. In this case, neutral still doesn't necessarily mean cash, under current conditions it indicates equal long/short positions
And remember, it's the COT graph is just for futures positions, not for actual shares or any other kind of instrument.
Still hints there could be a quick run up when the algorithms realize the stocks are going up.

I'd suggest having a basic understanding of how futures work, and an understanding of their use cases: why traders, investors, or other parties would go long or short various futures contracts and when. Futures basics are actually pretty simple
Don't worry too much about guessing what other parties in the market (any market) are doing in order to make trading decisions about it. That kind of analysis is subjective, you can make up whatever explanation you want... unless you spend a long time understanding the market space and spend all week watching the order books. Then you can really see where and when people are buying and selling. Checking a weekly tally doesn't give enough visibility, it's not data that should be used on its own
Why does that matter? The fund pays him a portion of their profit for early access to the report, Markopolos' main financial incentive is still the SEC/DOJ whistleblower reward at the end of a successful case.
