Should he start a business with no clue whatsoever about businesses sorta. Or go to college to get an associates in CompSci and hopefully find a job that pays more than 60k. As if I was your child, what advice would you give me...

Buy Chainlink and either retire in your 20's a rich neet or use the Link to fund your dream business.
I would recommend that you don't put your eggs in one basket. Go to college, but also find a mentor who you seek to emulate, and read books on business.
Don't just jump into starting a business unless you have a history of shit like that working out. I have known people who started businesses at 15 and it worked out, but if you're not a prodigy, then don't try it.
Read "Rich Dad, Poor Dad" for philosophy, then use that drive to attack whatever sector you're interested in. For me, that was real estate and crypto. After drinking the RDPD kool aid, i read several other books, bought a duplex, and I'm about to be certified as a realtor. Dont let your dreams be dreams.
Maximize income: learn a skill that is in high demand but low supply and sell it to an employer or through your own business. Work long hours hard. Remember to take care of health.
Minimize expenses: housing, food and transportation are the 3 big ones you need to kill. Be willing to do what others are not.
Investing: globally diversified stock portfolio with mild leverage. Good luck.

I already know I said it before, but fuggin READ Rich Dad, Poor dad. I thought the book was a meme and ignored it for years, and i would've gotten my shit together sooner had I read it earlier.
Another great book is "Never Split The Difference" It's a book by a former CIA Hostage negotiator where he applies his negotiation tactics to business scenarios. That one blew my mind.

None, I just bought into the "mindset" hype and so far it's working great. Most people don't have rich people to give them advice, so the next best thing is to find books written by genuine people who want to help. That isn't MOST books, but they're out there.
