enough money to pay for utilities, housing, food and medical care
You dont starve or freeze to death.

Not necessarily a specific salary but a cost of living when reflected equates to a housing cost of 25% to 35% MAX.
That's honestly the biggest problem when it comes to "livable" wage. Housing inequality is the biggest threat to our democracy right now. But no one cares. So whatever.
Anywhere that isn't LA, NYC, Miami, or San Fran? You don't have to buy a 500,000 dollar home, or two 60k cars you know? You can find decent homes for less than 250k, and buying a car that is 2 or 3 years olds will save you like 80% of the total cost.
True average wage/ salary is still under 40k for close to 65% of the population. I'll place a good bet those at the higher end of that are employed in big cities like you mentioned.
