You don't need to buy cars with 100,000 miles on them. The point is to buy something low mileage that has already taken the depreciation hit.
For example: I bought a used 2004 Ford Falcon in 2015 with 130,000KM on it for $3500 cash. New it was a $52,000 car.
I put 60,000KM on it over 4 years, did the maintenance myself and sold it for $3400 this year.
You have to know what you're buying and the reputation of reliability for that specific model. And you have to know what is likely to go wrong so you can fix it before it becomes a problem.
