I'll give the second one a shot, but I should also mention that cellphones usually exclusively shoot in .jpg (I think only the really expensive ones can output .raw files). There is no point swapping from a .jpg to a .png since the damage is already done. You might be able to play with your phone's image compression ratio in its camera settings, but you wont be able to take as many pictures with it if you do (uncompressed images are very large and camera raws dwarf uncompressed images)... And from what I understand .jpg doesn't even offer an entirely uncompressed option (the image format is old as sin and was designed to be used on 90/00's internet bandwidths).
One of the key elements of good photoshopping is working with very large and very detailed images. 4k images are actually small compared to what some cameras are able to shoot.
It is easier to fake the gritty social media/"spur of the moment" aesthetic during post than it is to post process a gritty social media/"spur of the moment" image (if that makes sense).

Also, you wont be able to get anything out of that image. Image manipulation isn't like real life. You can't just shine a light onto a dark spot in order to see its details. As far as that image is concerned there is no pussy; only black pixels. if there isn't enough of a difference between the values of those pixels, there isn't any detail to "enhance." You'd probably have better luck photobashing a donor pussy into that picture than you would brightening it up.
PSA: If you want to rip an image off of instagram bring up the post's individual page, right click the image and select view source. That'll take you to a page full of code. Hit Ctrl+f and a search bar will pop up. After that search for ".jpg" and then jump through the code until you find a very long url. That be the image's individual url and the largest and highest quality version of it that you'll be able to get off of instagram (if you can't find it with a .jpg search .png instead).
