Hell was always just a concept used to control people's terrestrial actions, fire and brimstone were never associated with hell until very recently in human history. Hell is more like earth but instead of God passively ignoring you here on earth, he is actively ignoring you for all of eternity while you hang out with the rest of the inhabitants of hell.
