There is massive waste in these areas. Flying managers around the country, hotel rooms, unneccesary maori language and cultural training, endless lunches and afternoon teas and so on. They could operate comfortably on 20% less.
As for inviting wrath- there's a certain sector of the community, the butthurt socialists who will agitate no matter what is going on. They might be vocal on social media but no one gives two fucks what they say. They're irrelevant. We need to make the changes and stick with them.

Taxing income is a way to stimulate economic activity with idle capital. If yopu have 3 trillion worth of idle capital in housing it is taxed to fund infrastructure for example rather than just sitting idle employing nobody.
