And if you go to Africa today, you will find that the only hunter gatherers that are left are in thick jungle, and are slowly being rooted out because it simply isn't sustainable for them to live there anymore (because of the massive agricultural population cutting down the jungle, and poaching all the animals).

Actually, this question is quite interesting. Why are whites and asians (east asians) different from other, hunter-gatherer races? Is it because of the cold and harsher climate they had to endure or farming?
I suspect both, for one, farming requires one to look far into the future, months, sometimes years depending on the land and techniques one uses, crops etc. It provides a more stable source of nourishment thus somewhat better health and survival, with this comes a more peaceful community, as the most basic resource need is satisfied. Larger and healthier communities became possible and happened over time.
I suspect the Ice Ages were not too much pressure on us and the asians. For example, asians are less empathetic than whites, while, for example the Chinese have a history of cannibalism, the whites do not have such (both have a history of ritual murder but that's not the same). I suspect each group of people responded differently to the harsh environment, one turned on one-another while the other worked together. The mentality difference and domesticated animals clearly show this.
During an Ice Age one had to "devolve" into a hunter-gatherer style of life, but due to the harshness of the environment people did not devolve into lower IQ populations like in Africa, where food is abundant (provided the population does not boom like since the arrival of Europeans).
In the case of South America we can safely say that most people were capable of farming which denotes a somewhat higher IQ, and the shown examples of domesticated plants give another reason to believe this. Since then they have been bread with hunter-gatherers, which of course decreased the average intelligence.
Possibly, there were a few ancestral groups present in said regions which spread out, mixed, killed and ate one another up, making today's peoples.

In North America, they had horses, but hunted them to extinction. Instead of domesticating bison, they roamed around the plains hunting them. In Africa, they have all kinds of animals that could be domesticated but weren't until the white man showed up and did it. Goats, cattle, zebras, elephants, etc.
Brown people never got past the stone age on their own because they never developed farther than that; the white man and East Asians were the only ones to advance, and the Asians got stuck in the medieval period until white men showed up with machine guns and showed them how it's done. Even today they only get by by imitating white inventions; Japan and South Korea can make incremental improvements to technology invented by whites, but have very few genuine innovations of their own, and China just straight copies everything they build without fully understanding the principles behind it.
