She was a convicted tax fraudster and Texas does not allow felons to apply to end disenfranchisement. Many states automatically restore voting rights after release, after parole or probation. Some expect the offender to apply to have disenfranchisement lifted. Several have removed the practice entirely. But it is Constitutional (14th Amendment, section 2) and the US Supreme Court has upheld constitutionality of the practice twice.

She had multiple chances to avoid this. It can be considered common knowledge that felons cant vote, at least until they have that restored. This was likely explained to her at some point. Also when she filled out the ballot, it asked her in a few different ways if she was allowed to vote. She had to have known as a felon still serving a sentence that she wasn't allowed to vote.

This will likely be reduced under appeal unless there is a minimum sentence.
