His suit is classically cut, which means it's a lot more roomy than modern cuts. Not surprising, since the guy is so old he farts dust, so he's staying with the classics instead of going with every new trend. Not to mention American clothes are usually a lot more relaxed than Euro ones.
Now, the reason for modern cuts being so tight would actually be a good Jow Forums thread. Some say it's because of the unisex trend, some say it's simply because nobody has money anymore so the producers simply make tighter clothes because those need less fabric and are therefore less expensive.
