Whenever you cross the boundary from private property into public property, you take your life into your own hands.
Public property (including public schools) has no owner except society, so much of the responsibility for your stupid decisions is externalized/socialized onto society.
The solution is just to privatize all public spaces, distributing shares to everyone. Then these new companies will buy liability/terrorism insurance and do their own vetting, but they'll never be able to vet effectively unless we repeal the anti-discrimination laws.
