Detaining him does not require an arrest. I suggest he be detained without defined charges being thrown at him, first of all, until there is evidence that his account is false. Secondly, a judge should have released him without bail or with a reasonable and refundable bailment or property lien if the case is weak, but as I understand it, arraignment can take some time in the UK, so essentially he is being punished regardless of his guilt or innocence.

What I suggest anyways is that he would not be calling the police if he thought he had committed a crime, that arresting him is just an act of official spitefulness to further push the snouts on you Brit sheep deeper into the mud.

the police will detain him first, interview him and then it is decided whether he will be remanded to a prison or released on bail. at the current time he will be in a police station cell, but given his age, he will be treated much better than the average person who is arrested.
I personally don't see it as official spitefulness.
