The military is complicated, it's not expensive at all because otherwise these guys and equipment would just be sitting around getting shittier while costing the exact same amount of money. The good thing about actually using your military assets for dumb shit like this is that you actually get to use them for something you're already paying for and get to train them so they are more prepared for real combat operations. If anything it SAVES money. That's why during peace team they have MEUs roll around and pass out water and do stupid peace keeping shit.

Sending them is only worth our while if they're greenlit to fire on anyone who refuses to turn back.

It's really not bad, that fuel would be used for mock operations anyways and they tend to stimulate the local economy (I'm speaking specifically of when they stay in the states). I used MEUs as an example because their job is to be ready at all times and just constantly float around, if nothing is going on it's by far cheaper to just send them out to hand out water since from the top down this is a coordinated operation and the only real added cost is the cost of water but you get training and have the troops ready if shit goes down. As for the readiness factor usually stupid shit like this uses units that wouldn't even be considered for a real deployment yet so it's not a big deal, add in how oversized our military is and it just becomes a complete non issue. If we had a smaller or just generally leaner military things would be different but as it stands right now we save a lot of money overall just having the military do stupid shit.
