Civilian is military jargon, citizen is legal jargon.
A civilian isn't necessarily a power holder in the structure of the political system of whichever country you're talking about. A citizen is. A slave can hold no political rights in terms of voting or protesting but still be a civilian. A foreigner with residence is a civilian but without citizenship.
