Now the child lives on to breed more children with potentially other fucked up "bad mutations" that the public healthcare system is left to clean up.

Not all developmental deformities are necessarily genetic. There are a lot of deformities which are just a result of pure bad luck or various environmental factors that we're not aware of.
A lot of weird facial anomalies (for example, cleft palates) aren't genetic. There's not much we can do about things like that, eugenics will not make them go away. Some complex foetal developments just go wrong occasionally for no apparent good reason, completely independent of genetics.
We definitely do need some form of eugenics. Too many people with bad genes (for example, families with high tendencies towards certain types of heritable cancers such as breast cancer or prostate cancer) are allowed to receive treatment that keeps them alive while then going on to reproduce. This is incredibly dysgenic, as you're now ensuring future generations of cancer sufferers will come into existence. This is a drain on society and the health system, as well as society as a whole (rather than living their lives and being productive, the whole family is thrown into emotional turmoil by cancer diagnoses. Emotional depression has been proven to result in negative social and economic outcomes for society as a whole, not just the immediate family).

I was born with some pretty serious birth defects and I still have no idea why my parents didn't just abort me. I am in tremendous pain and my condition is degrading. The doctors treat me like a money farm and only make it worse.
There is nothing that anyone can do to help me.

The problem with this as a general policy is that not all people born fucked up are actually fucked up on a genetic level. Sometimes things go wrong in the womb that have them born with an extra foot or something, while genetically there's not actually anything wrong with them.
If we have the capability to do it, we should save these people. Rationally, one of them could become the next famous physicist or chemist. We'd be missing out on advancing our nations without them. Further, even without that, saving them is in line with the sense of brotherhood that should exist between people in our nations.

Yes, we are unnaturally accommodating far too many people that otherwise would have been eliminated from the gene pool. The main cause of this, by sheer numbers, is actually the c-section. Problem is, you would only see detached oesophagus on a full body transversal ultrasound, which is not commonly used in practice unless there is a suspicion of such anomaly. Also, even if they found such an anomaly (or any other), if the parents are guaranteed it's fixable, they won't want to resort to infanticide.
