In different times and places, the amount of deviation from the norm or challenge to authority allowed varied. The broad theme, though, is that there is a line that mustn't be crossed if one doesn't wish to suffer exile, ostracism, or the like. There isn't one strict Western answer to this sort of issue.

As he put it, slave morality was all about intentions and often rationalised weaknesses as strengths. i.e, the failure to have lots of sex was seen as the virtue of chastity. Master morality was about gaining power and riches, and disregarded the intentions and motivations, focusing instead on the outcomes of actions.
What you think is slave morality (Do you celebrate anger, resentment, envy? Do you hate the rich? are you anghry at those who have it better than you?) is actually far closer to master morality. From a Nietzschean perspective, you embody slave morality far more than you do master morality.
Now I'm no scholar of Nietzsche, so if any of you other anons want to correct here please do.

Well, I haven't read Nietzsche, so I can't speak in terms of his views. However, even if removed from politics, it is still a simplistic division - you might as well just put it as "good" and "bad" and leave it at that.
So you want to talk morality in respects to art. It may be argued that all art is propaganda as it presents an individual's point-of-view and ideology. There is also the Death of the Author way of looking at art in which an interpretation is assigned by the audience which still politicizes the work of art.
