Fact finding into what kind of chemicals were used not who was behind it, the US and UK, Sweden wanted a investigation into WHO did it which was not part of the resolution. There was one in the last resolution from the previous chemical incident.

Mind you that the OPCW is still sending a team, it's just not on the UN's behalf, and the chances of their findings being suppressed/"accidentally" being Tomahawked (if they do differ from current popular belief) are higher.
