They gassed heavily entrenched positions to break the will of the defenders in general and to take out mentioned positions. Shelling such a position with artillery or air strikes isn't effective, attacking it with ground forces is suicidal, gas is the by far most effective weapon to use against the target. Which is why it was used. Assad believes Russian support is enough to keep the world at large at bay, that's why he felt comfortable doing it. What's happening now is essentially Trump challenging Putin on Syria. Not a false flag lol

That's just propaganda, dead militants are always displayed as civilians when possible. If the rebel side openly said "50 of our best got reKt" that would be quite demoralizing for their side, "50 dead civilians and children" is enraging and gives their side motivation to fight harder also makes them feel like the 'good' side fighting the 'evil'. There is one thing about arabs most people probably do not realize: they're indeed sectarian as fuck and for example Assad being an alawite is a valid reason to gas sunnis just because of their (slight) different believes and also because provided a chance they'd do the same (and already did). Reason I say "he believes" is because in reality nobody knows. Russia think they're strong enough to keep the US at bay and the US thinks it's strong enough to push the Russians away.
If Russians didn't think they were strong enough they'll back down when/if the US strikes. If the US didn't think it was strong enough they'll stop pushing and back down.
If both think they are strong enough to deal with the other the US will strike Syria, Russia will retaliate and the outcome of the war that follows will determine who actually has the strength to have their way in Syria.
Fourth scenario is some kind of agreement to disagree

The longer he waits the more the rebels there will dig in and the harder it will be to run them over. Yes it's true that he could wait that stronghold to collapse but that would take years. That's not really a option though. He'd need a ton of troops to defend and fortify the encirclement, troops that would be unavailable for other operations for years.
He needs those troops in operations to end the insurgency at large, the longer it takes the more he'll lose in the end. He can't siege properly before the war is under control
